Traffic Rules and Regulations

Howard Community College (HCC) parking and traffic control procedures are designed to promote pedestrian and vehicular safety on campus. The following regulations apply to all persons who operate a motor vehicle or bicycle on any part of the HCC campus and supersede any expressed or implied regulations previously issued.

Regulations are intended to inform visitors, staff, and students of available parking facilities on campus and define authorization of use for each area; and ensure access at all times for ambulance, fire fighting equipment, and any other emergency vehicles. All vehicle operators are subject to Maryland motor vehicle laws and HCC’s traffic rules and regulations while on campus. Any vehicle or operator found in violation of these regulations will be subject to receipt of a HCC parking citation. The vehicle receiving the citation will also be subject to possible removal at the owner’s or operator’s expense. Vehicle and traffic violations include, but are not limited to, the following:

  • Pedestrians must be given the right of way at all times.
  • Vehicle speed and manner of operations should be conducive to safe operation with consideration of weather and road conditions and pedestrian traffic. Maximum speed is 20 miles per hour.
  • All traffic laws must be obeyed at all times.

HCC assumes no responsibility for damage to or loss of vehicles or private property while on campus.
